Mr. President. permit me to remind the Senator that there is immigration coming to the United States in large nmmbers. not only from Mexico. but also from Canada. I suggest to the Senator that he modify his amendment in accordance with the Johnson bill now pending in the House of Representatives. which treats Canada and Mexico and Cuba on a different basis than the rest of Pan America because they are contiguous countries. That would mean the adoption of a uniform rule with respect to countries contiguous to the United States. If the Senator from Commecticut will take the Canada.
