I regret very nmch that it is necessary to apply it to Mexico at all. I should much prefer that it should not apply to any country on the Western Hemisphere. but if it is necessary to apply it to any country it is certainly necessary to apply it to Mexico. It is not necessary to apply it to all the other 18 countries. because there are virtually no immigrants coming to us from those countries. It seems to me it will appeal to their logical sense if we proceed as suggested by my amendment. even though it shall hurt the feelings of our friends in Mexico. much as I regret that that should happen.
