The State Department has gone on record repeatedly against the enactment of legislation imposing an immigration quota on Mexico and the other countries of Latin America. When that subject was under active consideration two years ago Secretary Kellogg appeared in person before the committees of Congress in opposition to it and then advised that an earnest effort would be made to handle the situation under existing law. The result of that effort is as I have stated in detail today.
