I stated to the Senator from Wyoming that the Mexicarn Government has entirely approved of the activities of American consuls in that country in refusing to visa passports unless ill the requirements of the immigration laws of the United States have been fully complied with. The Government of Mexico desires that Mexicans shall remain at home. With peace and good order they will be needed there. aid it is i legitiliate hope. which I believe can be realized by the Government of Mexico. that peace will be permanently established in that country.
