Winters. of the American Consulate General in the city of Mexico. made an analysis of the Mexican migration statistics. I have here a memorandum from the State Department which is based on Mr. Winterss report which shows that according to the records of the Mexican Government a larger number of Mexicans have entered the United States and. a very much larger number have returned than are shown by the records of the United States Immigration Service. I am sure that if the Senator from Wyoming will read this memorandum from the State Department he will find in It a confirmation of the statement he has just made to the Senate. I ask that it may be printed in the REcona as a part of my remarks.
