The amendments submitted by Mr. HAmIs are. on page 2. line 9. to strike out "April" and insert "June." and in lieu of section 3. proposed to be stricken out by the committee. to insert: Szc. 3. (a) Section 1 of this act shall take effect July 1. 1930. but (1) for the purposes of the determination. report. and proclamation under section 2. It shall be deemed in effect as of the date of the enactment of this act. and (2) Immigration visas may be issued prior to July 1. 1930. to quota Immigrants of any nationality hereby made subject to the quota. which visas shall not be valid for admission to the United States before July 1. 1930. In the case of quota immigrants of any such nationality. the number of immigration visas to be issued prior to July 1. 1930. shall not be in excess of 10 per cent of the quota for such nationality. and the number of immigration visas so issued shall be deducted from the number which may be issued during the month of July. 1930. In the case of such immigration visas issued before July 1. 1930. the 4month period referred to in subdivision (c) of section 2 of the immigration act of 1924 shall begin to run on July 1. 1030. instead of at the time of the Issuance of the immigration visa. (b) The remainder of this act shall take effect on the date of Its enactment.
