I understood when this matter came up that the bill referred to only one country on our southern border. I understand now. however. that it applies to all the countries of South America. As I said a while ago. I am as strongly in favor of limiting immigration from certain countries as anyone can be. but I think whether we should extend that restriction to all the extremely friendly countries of South America is a very serious question and one that should have careful consideration before we decide to take that step.
