I realize that it is perfectly normal. perfectly human. for a citizen of this Republic. for a Member of this Congress. to think of that whiph will protect the social integrity of the people of his country. But the gentleman from California is in error when he says that because of the exclusion acts of the United States toward the Chinese and the Japanese we. the people of the Philippine Islands. have been protected. That is not the fact. Mr. Chairman. The truth is this. the Chinese have been excluded from the Philippine Islands but the Japanese have not been excluded.
