I am convinced that the powers of Congress are wholly ample and should be invoked. Congress is the only authority which can furnish the regulation that is required. It should be candid. unhypocrltical. and defined on the ground of our interest solely. * * * I favor the continuance of our full responsibility for the Filipino people. of which immigration into this country Is an element. but this immigration should be so regulated and administered that It will be wholesome and advantageous to the Filipinos and to ourselves. It can not be left as It is at presentto do harm to both people and ultimately to convict us of a neglected duty both to ourselves and to them.
