The Senator referred- to voters-. I was born and raised -in the State of Wisconsin. and under the. provisions of the constitution of that State any person who had. declared his intention to become a citizen of the United States and had resided in the State one year was entitled to vote. That was a very common provision in the constitutions of all of the Western States. which were then encouraging immigration. Although a State may permit persons who are born abroad. and who have declared their intention to become citizens. to vote and to participate otherwise in all of the activities and enjoy all the privileges of citizens. are we to understand that It is the contention of the Senatorthat the framers of the Constitution intended that they should not be included in computing representation?
