That may be true. but that. in my judgmeit. would not bind Congress with respect to the question of the basis of apportionment. It may be desirable to have an enumeration of all people in this country for other purposes than apportionnment. and I Will say to the Senator that every nation in Europe. if I am correctly informed. now has an alien registration law requiring that all foreignersall noncitizens. by whatever name you wish to call themshall be registered. so that those governments know precisely on any given day of the year how inany people there are who are citizens of those couniries. and how many there are in their midst who are not citizens of those countries.
