GEoRE TucKic. a great constitutional lawyer. that it is not unconstitutional to exclude aliens. and realizing the great injustice which it would put upon the citizenship of this Republic. the failure to exclude them from enumeration for apportionment purposes would be utterly and wholly unfair to the citizens of this country. I therefore earnestly hope that the amendment to exclude aliens will be adopted. Mr. President. I ask unanimous consent to have inserted in the RECORD a table showing a reapportionment of 435 Representatives in Congress on the basis of the total population as compared with a reapportionment based on the population exclusive of the foreign born who have not become naturalized. It is based on the census of 1920 and the method of "major fractions" was used.
