Mr. President. in view of the fact that this [resolution to postpone nationalorigins plan] in no way changes the immigration law. I shall not insist on my objection at this time. I have worked for 20 years in the two Houses to strengthen the Immigration law. to restrict immigration. and I do not want any loopholes made in the law by any separate enactments from time to time. Since I am assured that the committee. composed of Democrats and Republicans and Progressives. all agree that this measure should pass at this time. I will not object."
