Mr. President. if we had a rider attached to some bill changing the immigration laws. I should say that would be an amendment to the immigration laws. and this bill unquestionably changed much of the leasing act. Therefore I should say it was an amendment to the leasing act. and since the Senator was one of the very staunch supporters of the leasing act originally. and this legislation undoubtedly did change that act. and the Senator did vote for this legislation along with others on both sides of the Chamber. it seems to me the Senator can not escape responsibility for the legislation.
