In the first place. the children must be able to pay their passage over here. and then when they arrive he must makea showing that they are able and willing to properly take care of their parents. If there is the slightest doubt about that. the Government properly asks for a bond. Not only has the President of the United States in his messages repeatedly recommended the humanizing of this law. but Commissioner General of Immigration Hull suggested that he would urge that the wife of an immigrant who is here legally under quota be allowed to join a husband. That is not an unreasonable demand to make.
