I think the restriction of immigration ill the manner in which it was done was highly unjust and was a great mistake. although we had probably arrived at a time when there ought to have been brakes put upon immigration. But they were not put on in the right way. When it was proposed to say that we will admit a certain number of people. regardless of the question of the kind of people they were. except for those certain inhibitions which were in the law. we were proceeding along the wrong line. What ought to have been done was to get better people. and we did not have rules and regulations which sufficiently guarded that situation.
