The Senator has laid down a principle about which I have not very much disagreement. that is to say. I think if we could have the right kind of people from the different countries we could afford to take in a good many emigrants. but really I do not see how it is possible. except where a mail or woman has grown to manhood or womanhood. where tJeir character has been formed. where their lives are known. and so forth. for us to find out anything about the possibilities of good citizenship in the manner suggested by the Senator. I am not willing to extend the bureaucracy of this country so far as to permit it to select our citizenship which is to come here from a foreign country.
