Mr. Speaker. I would like to take half a mintite or so to say that of that million aliens said to be in the country illegally. they are not deportable for they have been here three years. They may have illegally entered the country. or at least they are unable to prove that they entered legally. That is one thing that has created opposition and fear against this bill. But let it be understood that they will not be deported. They are saved by the threeyear time limitation. Some day the committee may report a bill permitting these aliens to pay a fine in lieu of head tax not paid. Now. Mr.
