Appellate courts are provided because we knowlv tlint judicial tril)unials. nto nmtter how conlptent and capalble and honest thle judges may be. make mistakes. I only lind ill view. when I suggested the question to the Senator. the propriety of affording solme right of review of the decision of the Secretary of Agriculture in the event tile purchaser of seeds honestly believed that in injustice had been done or I ulistike had been made . and lie was willing to go o the expense and the trouble of having a further consideration )f the matter by such agency or tribunal as might be set up by the Government. I have recently had(] some experience with the Immigrat ion Service. Unfortunately. the law does not afford alequate protection for persons w1ho are ordered deported. and I hve no doubt but that injustices are done to persons who iare rightfully el1titled to rellill in the United States. Wherever possible I shall favor "il appeal from bureaus "umd officials who are given supreme authority amd wide discretion. I do not know that in the nmitter before us other safeguards could be provided than those found ill tile bill-. bit if possible.
