Chairman. I desire to oppose this amendment.. I am not without sympathy with any measure which would reduce the amount of the fee for the visC paid by the Immigrants. but we have a very wellestablished system of law under the act of 1924 providing for the fees to be paid on visds of immigrants and have regulations for their admission. That is entirely a separate proposition from this. Indeed. I think it a very close question whether this amendment is not entirely out of order. It is recognized that the Immigration Service is a very expensive one and also that it requires regulations to be adapted to that branch of the public service. and if there Is any modification of this law. it should be made under a bill brought in by the Committee on Immigration. Now. there are other objections to this. In the first place. the President. in his consultation or negotiation with foreign governments. would meet with. this very decided embarrassnlent. There are some countries where the authorities are restive under our immigration laws. and if lie took up the case both of the nonimmigrants and Immigrants. it would meet with very decided obstacles. Still further. if there is any ground for application of the principle laid down by the gentleman from California in the discussion day before yesterday. it applies to this amendment. It ought not to be left to the President. but should be left to the decision of the Congress. and for these reasons I oppose this amendment and trust it may be voted down.
