The report made by the committee. joined in by all except two members. Is illuminating and bears the name of the chairman. but he was assisted in it by the expert on the committee and the members of the comnmittee. and to the end that this matter might be before the Members of the House I ask that I may revise and extend my remarks by Inserting the bill. together with the report. in order that it may be fully presented Tuesday when it conies before the House.
