We passed the emergency tariff law. the law authorizing Cooperative luarketing. the law extending tile War Finance Corponitioi liltd authorizing the financing of exports of farm productsall for the benefit of the farmer. We are now trying to wmk out a comprehensive plan for agricultural relief. We passed the Immigration restriction act. Under its provisions tih number of aliens who could enter this country at any one time was restricted to 3 per cent of the number of such nationals here as shown by the census reports. We did not want to shut the gates of Aierica from those in foreign land.s who want to enter America and build their homes and tune their hearts to the hearts of America. but we realized that restriction in numbers was needed. This was the first law ever enacted limiting the number that could come into the country. We had had various laws prescribing physical and othor like tests. but no law restricting the number. Under this law in one year. it is estimated by the chairman of tile House Committee oin Immigration. we saved the United States from an iinflux of 1.5(1.000 aliens which we could not have proiperly assimilated and Americauized. It was fowtunate in this time of stress and disturbed conditions that the country was spared from the ordeal of dealing with that great number of new aliens. This law we further amended. further limniting and restricting immigration. We passed the Sweet reorganization bill creating the Veteials Bureau. placing tile responsibility upon the director. aid creating district offices and suboffices so as to get nearer to the soldier. The effectivefiess of administration has been improved renmarkablyf. although there are. of course. some isolated cases which are deserving and have not yet gotten relief.
