It has been shown. and the text of the amendment adopted by the Senate is printed almost literally in this mornings RECORlD as a part of the remarks which I made at the time the resolution was passing the House. Now. then. the resolution adopted yesterday to admit certain aliens-.most of whom came in under court decisionswas conceived by some to be the least bit broad and uncertainthat is. not sufficiently tying. It was the intention of your Committee on Immigration to tie it to the four classes described in yesterdays debate and it was the intention of the Secretary of Labor to have that done. The Committee on Immigration in the otler body has so tied it and used the words decided upon after this resolution had been reported from the House committee. All that is in the Senate resolution is a positive tying of tie purpose of the reserve to the four classes which we wanted to relieve. This has been done as a matter of safety. even though it may not have been necessary. lMIr.
