The question was widely discussed almost the world over five years ago. It has been discussed in this House. It has been discussed every year and almost every week and almost every day. and now for Japan to say that it has been suddenly sprung is very remarkable. and for those who would apologize for the action of the conference committee in acting on such a claim. if that is any excuse at all. is to show how hard pressed they are for an excuse. This proviso means something or it means nothing. If it means anything it means that the President is invited to exercise some power In dealing with Japan by treaty controlling Japanese Immigration. If it means anything at all it means that. It is said that this act goes into effect on the 1st of March. 1925. regardless of the proviso.
