This proviso means something or it means nothing. If it means anything it means that the President is invited to exercise some power In dealing with Japan by treaty controlling Japanese Immigration. If it means anything at all it means that. It is said that this act goes into effect on the 1st of March. 1925. regardless of the proviso.
