That agreement perhaps ought never to have been negotiated. It has been in effect a long time. however. and until now I have not seen any great excitement In reference to it manifested by my friends from the Pacific coast. I have been here for nearly five years. and more than once I have interrogated members of the Committee on Immigration relative to that agreement. and they have said. in substance. "Do not speak of that now. wait." Yet now we are told. by the same gentlemen with great vehemence that we can not afford to wait for a period of less than 12 months for the action contemplated by this bill to become effective.
