I was with the Appropriations Committee and not present vdien the conference report was signed by all the others. Senator REED. the chairman. brought it to me. I opposed vigorously the particular provision under discussion as well as some of the other provisions of the act. yet I was so strongly in favor of immigration legislation. I think it is the most important legislation that has come before the Congress in years. that I did not wish to run any risk of having the President veto the bill. He was insisting that the Senate and the House should vote on this Japanese provision.
