Mr. President. I have taken more interest in the immigration question than in any other question since I have been a Member of the Senate. My views as expressed in my votes and speeches in the committee and in the Senate have been more extreme in demanding restrictive immigration than those of any other Senator. Those views I have also expressed in bills which I have introduced. I introduced five years ago a bill to prevent all immigration for five years. I have introduced similar bills twice since that time. During the present session of Congress I introduced such an amendment to this bill and voted for it and urged it as strongly as I could. The Senator from Utah has stated his position and I shall not criticize that. I will only state my position in the committee. on the floor of the Senate. and in conference has been entirely different from him on this question. I have opposed immigration of all kinds at least for five years. To show how extreme I was. I will say that in conference I was the only one who voted on extreme measures trying to prevent all immigration at that time. I shall not state how other members of the conference voted on any question. The matter relating to change of Japanese exclusion clause came up from the President. who was very much interested In the question.
