I do not mean that we can not l)y a treaty arrange in regard to the admission of representatives like ambassadors or ministers. or as to clergymeh or teachers being admitted. or certain members of any special classes. which would. without such exceptions. come perhaps in violation of the contract labor laws. That has been done by treaty. and I suppose will be done again. but I am speaking of the general proposition as to who shall have the power to declare who shall come into the United States to become a citizen of the United States. In my judgment. only the Congress of the United States. and. of course. acting with Congress. the ]"resident of the United States has that powerthat is. the entire legislative body of the United States must say to the rest of the world.
