Mr. iresident. I think I ought to say a word about this matter. I have taken very strong ground always in regard to the question of immigration. It is a subject on which I have worked ever since I began my career in the House of Representatives. and I have always believed that the question of who should be admitted to the United States was a matter to be determined by the Congress of the United States. It is only fair to say that that has not been the uniform practice of the United States. We have treaties with China. as wvell as laws stretching back to 1862 aund running down to 1902. which include exclusion laws. und we also have treaties on immigration. I do not say that becauso I believe in that policy. because I do not. I believe it was a mistaken policy to make treaties on that subject. but they were made.
