I do not presume to think that I shall change a single vote. or that my remarks will have any other present effect than to register my own views regarding this character of legislation. I shall try to do that briefly. There has been introduced into the bill a principle in which I firmly believe and which I advocated on the floor some years ago. and that is the principle that immigrants shall be examined. their character ascertained. and their fitness for residence or citizenship in the United States determined by some board representing this country. I recognize the fact. as we all have recognized the truth. that there are in every country undesirables who are no credit to their native land and who would be of no advantage to this country. By the establishment of such a tribunal every undesirable could be excluded. except a very small percentage who might succeed in deceiving some American tribunal appointed to pass upon their fitness for citizenship.
