I misunderstood the Senator from North Carolina In discussing the question with him. I have been waiting here to hear the Senators speech for two or three days. and he has been anxious to get the floor. Ie told me. as I stated this morning. that he would wait until the amendments came up in the regular order on the bill. and I understood that he had withdrawn his objection to considering amendments under the 10minute rule. and I so stated to the Senator from Pennsylvania.
