I am stating this. Mr. President. because the consideration which persuaded me to vote in the affirmative on the question to which I have referred is very largely controlling upon my vote upon the general question involved in the immigration bill before us. In other words. however we may seek to avoid the issue and however we may persuade ourselves that a false sort of diplomacy will enable us to state the issue in a way that will not disclose the true meaning of our act. I think that we must come to the conclusion that there are races of people that are not assimilable.
