Mr. President. I do not rise for the purpose of discussing at length at this late hour in the debate the Immigration billthe general question. I wish merely to state my views and very briefly the reasons therefor. On the day before yesterday we voted down the committee amendment which recognized the socalled gentlemens agreement with Japan. and today we voted to place in the pending bill a provision which will exclude the Japanese altogether. Senators for whose views I have- very great respect have found justification for their affirmative vote on the question just indicated in a veiled threat or implied threat contained in a letter from the Japanese ambassador to the Secretary of State.
