Mr. Chairman. I ask the attention of the chairman of the committee. There is a provision in one of tile sections which has already been passed that any individual who. when applying for an immigration certificate or permit. or for admission to the United States. personates another. or falsely appears in tile name of a deceased individual. or any individual who sells or otherwise disposes of. or offers to sell or otherwise dispose of. an immigration certificate. or commits various other offenses. shall be fined not more than $10.000 or imprisoned for not more than five years. or both. The point I have in mind is this: That offense will be committed in a foreign country. outside the jurisdiction of the United States: for instance. by a man wilo attempts to sell a permit whichl he has received at an Americaft consulate in a foreign country.
