It (toes not bring in an overwhelming number of any class. and it does not bring in an overwhelming number in the aggregate. It is a very small addition to the number proposed in the pending bill. It takes out the inequalities that exist in the bill as I see them. It places the question of immigration on a more equitable basis. a less discriminatory basis. It favors no class whatever. It does not seek to favor. it seeks to do justice. to protect America from an overwhelming inflow of undesirables. and at the same time not hit any element in the face.
