It is so that you shall reach a result which you want. even though by an unnatural route. To take the 1910 census is. in my judgment. almost equally indefensible. If we are going to take any census figure based on foreign born we ought to take the census of 1920. which is the last census taken. But. gentlemen. as I say. the result reached by the national origin method is not so different from tile result reached by the 1890 census method. The reason why I prefer it is because it is manifestly fair. There is not a word that anyone can say against the principle of dividing our immigrants according to the national or racial origins of those already here.
