It gets back to the place of origin. but allows the American people who were born here to be counted in the determination of what the immigration flow shall be. In other words the aniendinent bases immigration upon the crosssection of the entire population of the United States. Gentlemen. it does not discriminate against alybody. it does not discriminate for anybody. It simply says. let us take all as we are here in Americaa great single American familyand resolve that on the whole our population will be inamproved if we apportion the immigrants of the future in proportion to the national origins of those who are already here.
