However many there are. I am sure they are as patriotic and efficient citizens as these of us who are American born. but no more so. Let us assume there are 10 men of foreign birth in this House. Is there. any reason that occurs to any man here why the other 425 of us should be excluded altogether in making up a quota? Why the quotas of immigration for the United States should be based only upon foreign born and why those born here in this country should be supercilionsly disregarded is altogether beyond me. I simply can not understand the reasoning.
