Why in the world in a matter of this moment we should establish our immigration policy upon the basis of the foreign born alone I can not for the life of me understand. I am not suggesting that we should not with propriety consider the foreign born here as one element in determining the quotas. I do mean to insist that we are entitled to consider those of us who were born here as another element in determining the quotas. But no plan except the "national origins" plan recognizes this elementary point.
