It is difficult to frame an amendment which will meet the difficulties which I suggest. I appreciate that enactment of a law and the drafting of necessary regulations for the apprehension and return of aliens who fail to comply with the law or with conditions imposed upon them when they enter our country is indeed a difficult matter. I think anyone who has had anything to do with immigration matters knows that when an immigrant once enters the country he is rarely if ever apprehended and sent back. Enactment of a suitable law and preparation of suitable regulations will enable immigration officials to perform an important duty which they now find it difficult. if not impossible. to perform. Immigration officials practically lose sight of them. I am not blaming them for that. because we appreciate the difficulty of keeping in touch with them. In our experience we have had occasion to inquire in regard to permission given to aliens to enter the country temporarily. and have attempted to learn what attention. if any. is given to their movements.
