The gentleman from California is mistaken on lie point ol servitude. because if lie had read the amendniet correctly he would see that it provides that the applicant onI the other side. seeing the attractive fields of opportunity here. agrees to go to a certain section voluntarily. which lie selects from the advertising matter sent to him. and if he does not keep his agreementi he can be deported. He is allowed to select the place and "o where he pleases. but the Government should have authority to keep track of him and see to it that he becomes not a chiarge upon the State but a contributing citizen. It is clearly tile duty of the Congress to thus protect our Goverllment and oilr owvn people for our own defense.
