In a minute. It is my humble opinionand I have gone through this bilt with two expertsthat if adopted as it stands. with its ratholes. the nonquota Immigrant provision. and the other exceptions. it will admit into the United States annually not fewer than 500.000 immigrants. Under the recent decisions of the Supreme Court. with the enactment of this billand I shall voie for it. though it can not he amendedimmigrants who came to this country 10 or 20 years ago forgetting all about their wives and children can now bring them to the United States under the nonquota immigrant clause. You will lnd that there will be admitted to the United Status. without selection. at least from 200.000 to 300.000 nonquota immigrants. while tie country believes that it will limit Immigration to 2 per cent on the census of 1S90. as has been advertised. I shall not object to the number if you vill put into (his bill a provision that will select and distribute these imnigrants throughout ihe United States among the industries in which they are needed to do the work for which they are fitted. and to which they are accustomed. Somebody amy immediately say that this amendment violates exisling law.
