In the administration of the measure I think he will be required to prove that he has been in Mexico for the required time. but that will probably be all that is required. except that he is admissible under the act of 191.7. I will explain that under the first quota act which did not apply to Mexico that period was made one year. When the committee found it was being abused. when that fet was extended. it was made five years. and we found there was abuse of that and so we have made it so long now that we think that a niam coining from any other part of the world to the Uni:ed States would not hazard 10 years in Mexico in order to get into the United States.
