It is far more important to respect their views than to uphold the socalled "gentlemens agreement." made without the authority of this body. I now come to this special reason why we ought not to provide for a quota for Japan. On page 5 of the bill. in lines 6 and 7. there is an exception in favor ofAn alien entitled to eniter the United States under the provision of a treaty or an agreement relating solely to immigration. As f understand. there is but one socalled "agreement relating solely to immigration." That agreement has never been ratified by the United States. It is the socalled "gentlemens agreement" with Japan. It has not been constitutionally made. it has not been legally made.
