I am glad you asked that question. because It brings out exactly what I have been trying to represent to the committee. You are not providing for absolutely cutting off of immigration. That Is not the purpose of the committee. as I understand It. Under this proposed legislation. there will be a certain number of new persons permitted to come Into the United States. presumably with the purpose of ultimately becoming citizens. I am strongly of the opinion that it is better for the United States to have the relatives of people who are already in the United States come in rather than those who have no affiliations here.
