Mr. Chairman and gentlemen of the committee. on the 21st of April. 1921. when the last immigration quota law was being considered. I offered on the floor of the House an amendment providIng that that act should not apply to parents. brothers and sisters. and children of American citizens. In the bill which the committee is now considering. H. R. 101. on page 4. section 4. there is a provision that" When used in this act the term nonquota immigrant leans"(a) An immigrant who is the husband. wife. father. mother. or unmarried minor child of a citizen of the United States who .resides therein at the time of a filing of a petition under section 8."
