The present immigration law. the socalled percentage law. has been found in its enforcement to be full of tragedies. such as have been suggested on the floor of the Senate at the present time. That law requires amendment in several of its particulars with regard to children. with regard to wives. and in other instances. We can not at the present time properly amend the immigration law by piecemeal in this way. It seems to me. Mr. President. that the joint resolution should he referred to the Committee on Immigration. where they can take the matter up. not only with regard to this particular case of hardshipand I thoroughly agree with the Senator from New .Mexico that it is suchbut with regard to other cases. I happen to be in a position where these cases are brought to my personal attention. and I desire to state that I think the matter ought to be considered by the Immigration Committce at an early day. but I am opposed to amending the immigration law in this manner. I trust. therefore. that the joint resolution may be referred to the Committee on Immigration.
