Gentlemen of the committee. your Committee on Immigration and Naturalization have for the last eight years. if not longer. at various times. had this subject before it for its consideration. We have had distinguished Memhers of this House and others not Members in various hearings before the committee before the nineteenth amendment to the United States. Constitution becalue operative and since. So that. so far as the questions are involved. the committee have tried to give their best attention and consideration to the matter and to bring it before the House in as clear and as concise a manner as it was possible. in order to present the concrete question to the House and to the Congress.
