Then this amendment to the law simply makes it easier for the stehmship companies to violate the immigration law. because they can bring immigrants here. accept the fare for transporting them across the sea. and then take the chance of avoiding the penalty. This amendment. it seems to me. makes it easier for them to get around the law. I said when the amendment was under consideration in the Senate that there always seemed to be -a loophole provided through which they could get around the law and make it easier for the steamship companies to violate the spirit of.the law and continue to bring undesirables into this country.
