I can understand how excuses may be presented to the Department of Labor or to the Commissioner of Immigration in.such a way as to lead to the nullification of the law. but. as I have previously stated. I have so much confidence in the individual who is now the commissioner that I do not believe he will permit that to be done. So much good will be accomplished by this amendment to the present law. particularly in connection with the provision against aliens moving to this country from -contiguous territory for a period of five years. and the penalty which will attach to steamship companies for violation of the law. that I shall vote for the adoption of the conference report.
